الملخص
ملخص: (باللغة العربية) إن انتهاج سياسة الشفافية والوضوح في العمل الإداري يقتضي من الإدارة القيام بتعليل قراراتها الإدارية من خلال الإفصاح عن الأسباب الواقعية والقانونية التي يستند إليها رجل الإدارة في إصداره للقرار الإداري، وبالتالي يفتح المجال أمام المواطن للاطلاع على الأسباب التي أدت بالإدارة إلى إصدار مثل هذا القرار. يحتل موضوع تعليل القرارات الإدارية درجة كبيرة من الأهمية وذلك لعدة اعتبارات أهمها التخفيف من المنازعات الإدارية وتحقيق الشفافية والوضوح في العمل الإداري وتوطيد العلاقة بين الإدارة والمواطن. Abstract : Abstract : In Oder to follow a politics of transparency and clarity in the administrative work administratione must make an analysis of its administrative decidions by giving the logical and judicial raisons ;in wbich the administrative agent use these decisions when he begislates administrative decisions. So, this gives people the oppotunity to discover the causes of such these administrative decidions. Lnowing the causes of administrative decidions has a big importance due to many raisons ; the most interresting ones are the diminuation of administrative conflits and the spreading of transparency and clarity in the administrative work and solidify the relationsluip between administration and people.
