المرافق العامة في ظل جائحة كورونا كوفيد-19 بين الاستمرارية والتعطيل

الملخص
تضمن نظام الوقاية من انتشار جائحة كورونا( كوفيد-19) العديد من التدابير منها تنظيم المرافق العامة بشكل يضمن من جهة استمرارية تقديم الخدمات للمنتفعين ومن جهة ثانية يهدف إلى الحد من انتشار الوباء، وبهذا تكون الحكومة قد وازنت بين مبدأ استمرارية المرافق العامة بانتظام ومعالجة الوضع الصحي الاستثنائي الذي تمر به البلاد. وتضمنت تدابير الوقاية جملة من الضمانات التي تساعد على استمرارية تقديم المرافق للخدمات مثل نقل المستخدمين، ضمان الحد الادنى من المستخدمين، اللجوء إلى تسخير الاشخاص والممتلكات، غير أنه في المقابل علقت الحكومة أنشطة العديد من المرافق الاقتصادية والتجارية والخدماتية ولعل أهمها مرفق النقل، وهذا التعليق أثر على الوضع الاقتصادي والاجتماعي. The Corona Prevention System (COFED-19) included several measures, including the regulation of public utilities in a way that ensures the continuity of providing services to beneficiaries, and on the other hand aims to reduce the spread of the epidemic, and thus the government has balanced the principle of the continuity of public utilities regularly and addressing the situation The exceptional health that the country is going through. Prevention measures included a number of guarantees that help to continuously provide facilities for services such as transporting users, ensuring minimum users, resorting to harnessing people and property, but in return, the government suspended the activities of many economic, commercial and service facilities, perhaps the most important of which is the transportation facility, and this suspension has affected On the economic and social situation.
