البلدان العربية بين استشراء الفساد وأزمة الديمقراطية

الملخص
يناقش هذا المقال العلاقة بين الفساد المستشري وأزمة الديمقراطية في أغلب الأنظمة العربية انطلاقا من تأثير تلك العلاقة على تطور الدولة وتنمية المجتمع، لذا تهدف هذه الدراسة إلى توضيح الدعائم الأساسية التي ساهمت في استشراء الفساد في أغلب البلدان العربية، استناد إلى مؤشر مدركات الفساد وأمثلة من واقع ممارسات المؤسسات الاستحواذية ودورها، وانطلاقا من ذلك خلصت هذه الدراسة إلى ضرورة معالجة البيئة الحاضنة للفساد كبداية لأي اصلاح حقيقي سواء باتجاه ديمقراطية حقيقية أو للقضاء على الفساد باعتبار كل منهما يغذي استمرار الآخر. This article discusses the analysis of the relationship between the endemic corruption and the crisis of democracy in most Arab regimes based on the influence of that relationship on the development of the state and the progress of society, so that this study aims at clarifying the main pillars that contributed to the purchase and spread of corruption in most Arab countries. Based on transparency International's Corruption perceptions Index with examples of the practices and role of ruling elites, The study therefore concluded that the environment directly linked to corruption should be addressed as the beginning of any serious reform, either toward a true democracy or to eradicate corruption, as each supports the continuation of the other
