الملخص
ملخص: على إثر الفوضى الأمنية في دول منطقة الشرق الأوسط وشمال إفريقيا، وحالة فقدان الدولة لقدرتها على مراقبة حدودها، خصوصا في المناطق التي تعرف العنف بين الجماعات المسلحة للسيطرة على السلطة، استغلت الجماعات الإرهابية العابرة للحدود ذلك لتتمدد في المجالات الحيوية ذات الأهمية، حيث ترتبط تجارة الأسلحة التي تتغذى من جراء تصاعد الإرهاب العابر للحدود والتطرف العنيف، مما جعل منطقة الشرق الأوسط وشمال إفريقيا تشهد تزايدا لهذا النشاط الذي يعد جريمة منظمة والتي انعكست سلبا على أمنها الوطني، ونسعى في هذه الدراسة إلى تبيان انعكاس عودة المقاتلين الأجانب من بؤر التوتر على انتشار التطرف العنيف في منطقة شمال إفريقيا، من خلال تقصي امتدادات الجماعات الإرهابية إلى داخل تلك الدول وانعكاسه على الأمن الوطني فيها، والبحث في الأسباب والدوافع المحفزة على تطرف الشباب في المنطقة، وتبيان مستوجبات التنسيق الأمني الإقليمي في ظل عودة هؤلاء المقاتلين من بؤر التوتر إلى بلدانهم بما يسهم في نشرهم للتطرف العنيف، وسنعتمد في هذه الدراسة على العناصر والمحاور التالية: 1. مفاهيم كل من: الجماعات الإرهابية، تجنيد الشباب، التطرف. 2. الأسباب والدوافع المحفزة على تطرف الشباب في المنطقة. 3. الامتدادات الإرهابية وعودة المقاتلين من "داعش" إلى دول شمال إفريقيا وانعكاسه على الأمن الوطني فيها. Abstract: In the wake of the security chaos in the countries of the Middle East and North Africa, and the state’s loss of ability to control its borders, especially in areas that define violence between armed groups to control power, transnational terrorist groups have exploited this to expand in vital areas of importance, Which is fueled by the escalation of cross – border terrorism and violent extremism, has made the Middle East and North Africa region an increasingly organized crime that has negatively impacted its national security. The tension on the spread of violent extremism in the North Africa region, by investigating the extensions of terrorist groups within these countries and their reflection on national security, and research on the causes and motivations to radicalize young people in the region and to show the regional security coordination obligations as these fighters return from hot spots Tension to their countries to contribute to the dissemination of violent extremism, and we will rely in this study on following elements and themes: 1. Concepts of: terrorist groups, recruitment of youth, extremism. 2. Causes and motivations for the radicalization of youth in the region. 3. Terrorist extensions and the return of the fighters from “ISIS” to North African countries and their reflection on national security.
