الإستراتيجية التوجيهية في الخطاب الإداري

الملخص

ملخص: إنّ المتمعن في بنية الخطاب الإداري يجد أنه متنوع الآليات الخطابية ،خاصة الآلية التوجيهية والتي تفرضها البنية المقامية التواصلية التفاعلية له و بذلك يصبح فعلا حظا بياله أسس و مقومات سياقية خاصة يفرضها البناء العامة بلحظات الإداري و ترتبط الإستراتيجية التوجيهية-غالبا-بمن يمتلكون الوجاهة والسلطة والسيادة و لهم العلبة والتوق في الإشراق على تسيير مقاليد الأمور و توجيهها و يقول ''عبد الهادي ظافر الشهري'' في هذا الصدد:'' يريد المخاطب أن يفرض قيدا على المرسل إليه بشكل أو بأخر ،و أن كان قيدا بسيطا أو أن يمارس فضولا خطابيا عليه أو أن يوجهه لمصلحته بمنطقة من جهة بإبعاده على الضرر جهة أخرى '' (عبد الهادي في ظافر الشهري ،ليبيا ،ص 141 ) و لهذا لا يتفاجئ الدارس في تكوين خطاب نص إداري لهذا النهج الخطابي فهو مسيطر عليه في التواصل و التفاعل بين المتخاصمين و ما يوضح ذلك هو النمط اللفظي الخاص المعبر به و هذا الخطاب ''وهو تعبير في لأن نفسه عن أفعال كلامية إنجازية '' يريد المخاطب إرساءها في الواقع و تنفيذها حرص منه على ضمان السير الحسن و المنظم لمختلف شؤون و أمور الدولة ،و قبل الولوج في قضية الإستراتيجية التوجيهية و التحقيق فيها دعونا نجيب على الأسئلة الآتية: ماذا نعني بالخطاب الإداري ؟ و ماذا نعني بالإستراتيجية في الخطاب ؟ الكلمات المفتاحية : الإستراتيجية ، التوجيه ، الخطاب الإداري summary: The one who closely examines the structure of the administrative discourse finds that it is a variety of rhetorical mechanisms, especially the directive mechanism, which is imposed by the communicative and interactive structure of it, and thus it becomes really a luck with special contextual foundations and elements imposed by the general construction of the administrative moments. And they have the ability and yearning to shine on the conduct of the reins of affairs and directing them. “Abdul-Hadi Dhafer Al-Shehri” says in this regard: “The addressee wants to impose a restriction on the addressee in one way or another, even if it is a simple restriction or to exercise rhetorical curiosity He has to or direct it to his interest in one area on the one hand, by keeping him away from harm on the other hand.” (1) Therefore, the student is not surprised at the formation of a discourse of an administrative text for this rhetorical approach, as it is controlled in communication and interaction between the disputants. Establishing it in reality and implementing it is his keenness to ensure the good and organized conduct of the various affairs and affairs of the state, and before entering into the issue of the directive strategy and investigating it, let us answer the following questions: What do we mean by administrative discourse? And what do we mean by strategy in discourse?
