إنعكاسات التطور التكنولوجي على الجريمة المنظمة وآليات مكافحتها دوليا

الملخص
لقد استفادت الجريمة المنظمة كغيرها من الجرائم من التطور التكنولوجي ، فبسبب تقدم وسائل الاتصال و التكنولوجيا و العولمة أصبحت هذه الجريمة غير محددة لا بقيود الزمان ولا بقيود المكان ، كما أصبح انتشارها على نطاق أوسع و أكبر ، و أصبحت لا تحدها الحدود الجغرافية ، فقد استغلت عصابات الجريمة المنظمة الإمكانات المتاحة في وسائل الإنترنيت في تخطيط و توجيه المخططات الإجرامية وتنفيذ و توجيه العمليات الإجرامية بيسر وسهولة، ولقد تعددت الجهود الدولية في سبيل مكافحة الجريمة المنظمة المرتكبة عبر الإنترنيت نظرا للتهديدات الكبيرة التي تشكلها هذه الجريمة ليس لدولة بعينها، وإنما لعدة دول في وقت واحد، فالدولة بمفردها لا تستطيع مواجهة صور هذه الجريمة لأنها عابرة للحدود، لذلك تستدعي المحاربة الفعالة لها تعاونا دوليا متزايدا وسريعا وفعالا للقضاء عليها. : Abstract Organized crime, like other crimes, has benefited from technological development. Because of the advances of Organized communication, technology and globalization, this crime has become indeterminate, not limited by time constraints or limitations of space. Its spread has become wider and larger. Organized crime groups have exploited the possibilities available in the Internet to plan and direct criminal schemes and to carry out and direct criminal operations easily and easily. There have been numerous international efforts to combat organized crime committed on the Internet because of the great threats posed by this crime not to a particular State but to several States at the same time. The State alone can not confront the images of this crime because it is transboundary. And quickly and effectively to eliminate them.
