أطفال الشوارع بين مثالب التهميش، الانحراف والاستغلال

الملخص
يهدف هذا المقال إلى تناول مشكلة أطفال الشوارع والتي أخذت حيزا واسعا من النقاشات والدراسات على النطاق المحلي وحتى الدولي، وذلك في إطار موضوع الفئات الصعبة المحرومة أو ما يطلق عليها الفئات الهشة، والمقصود بها الفئات المهمّشة اجتماعيا والتي لا تحصل على تطبيق عادل من عائد عمليات التنمية، أو أن هذه الأخيرة تعجز عن الرزق أو الحصول على حاجاتها حتى الأساسية منها، أي التي ليس لها القدرة على الحصول على حقوقها. وعلى الرغم من الجهود المبذولة تبقى هذه الفئة في ارتفاع ممن يعيشون التهميش ويتعرضون للحرمان سواء الجزئي أو الكلي ويتعرضون للعديد في أوضاع الاستغلال داخل المجتمع. لذلك نسعى من خلال هذا المقال أن نتعمق في تشريح الظاهرة وتحديد الأسباب التي تساهم في انتشارها واستفحالها خاصة في المجتمع الجزائري، وكذا اقتراح الحلول بناء على دراسات وتجارب دولية. Abstract : The problem of street children takes a wide range of studies on the local and even international scale, within the framework of the subject of disadvantaged groups, and it is intended for socially marginalized groups that do not obtain a fair application of the proceeds of development processes, or that the latter are unable to livelihood or obtain their even basic needs. Of which, that is, those that do not have the ability to obtain their rights. In spite of the efforts made, this group remains on the rise, among those who live marginalized, are subject to total or partial deprivation, and are exposed to many in situations of exploitation within society. Therefore, we seek through this study to delve into the anatomy of the phenomenon and to identify the causes that contribute to its spread and exacerbation, especially in Algerian society, as well as to suggest solutions based on international studies and experiences.
