الاستجواب البرلماني في ظل تعديل الدستور الجزائري لسنة 2020

الملخص
إن الاستجواب آلية رقابية برلمانية على أعمال الحكومة، حيث يعتبر وسيلة للاهتمام والمحاسبة وهي أخطر آلية في مواجهة نشاط الحكومة، إلا أن الدساتير الجزائرية السابقة قد جعلتها وسيلة للاستعلام مثل الأسئلة حيث انحرفت على دورها، إلا أن تعديل الدستور الجزائري لسنة 2020 قد أرجع الأمور إلى نصابها وذلك باعتباره قد نص على الاستجواب كآلية لإثارة مسؤولية الحكومة مسؤولية تضامنية عن طريق إمكانية تحريك ملتمس الرقابة من قبل المجلس الشعبي الوطني دون مجلس الأمة. Abstract: Questioning is a mechanism of parliamentary control over the work of government, as it is seen as a means of concern and accountability. It is the most dangerous mechanism in the face of government activity. However, previous Algerian constitutions have made it a means of inquiry, like questions, as it deviated from its role, but the amendment of the Algerian constitution for the year 2020 brought things back to normal ; this is because it provided for questioning as a mechanism to raise the responsibility of the government, a collective responsibility, through the possibility of proposition the moving of the control seeker by the National People's Council without the Council of Nation.
