مبدأ ازدواجية السلطة التنفيذية في الدساتير الجزائرية

الملخص
إن السلطة التنفيذية في الجزائر تعتبر اهم سلطة من خلال ما منحها الدستور من صلاحيات عبر تطور الدساتير الجزائرية، و قد تميزت في فترة بالأحادية ، غير انها اتجهت الى الازدواجية في مرحلة أخرى ، ذلك ان ازدواجية السلطة التنفيذية و هي من آليات النظام البرلماني تمنح دورا للحكومة في تقاسم السلطة مع رئاسة الدولة .التجربة الجزائرية لم تدم طويلا و تم تفريغ هذه الازدواجية من محتواها، ليصبح الوزير الأول منفذا لبرنامج الرئيس في مرحلة ما ، و رغم الإصلاحات يبقى تحقيق الازدواجية امرا شبه مستحيل مع تعديلات الدستور لسنة 2020. الكلمات المفتاحية: السلطة التنفيذية؛ الدستور؛ الازدواجية؛ الوزير الأول Abstract: The executive power in Algeria is considered to be the most important authority through the powers conferred on it by the constitution through the development of Algerian constitutions, and it was characterized at one time by unilateralism, but it had tendency to duplication at another stage, because the duplication of executive power, which is one of the mechanisms of the parliamentary system, gives the government a role In sharing power with the presidency of the state . The Algerian experience n 'did not last long and this duplication was emptied of its content, so much so that the prime minister became an implementer of the president's program at one point, and despite the reforms, achieving duplication remains almost impossible with the amendments to the constitution for the year 2020. .
