تنظيم نشاط المقاول الذاتي في الجزائر من خلال القانون رقم 22-23

الملخص
تهدف هذه الدراسة إلى بيان أحكام الوكالة الوطنية للمقاول الذاتي في الجزائر من خلال القانون 22-23 يضمن القانون الأساسي للمقاول الذاتي ، في اطار دعم الأنشطة المقاولاتية غير المقننة. فبعض الأفراد يتطلعون إلى ممارسة نشاطاتهم الربحية بما يتوافق و الأحكام التشريعية والتنظيمية، فضلا عن أهمية الامتيازات الممنوحة للمقاول الذاتي. خلصت هذه الدراسة إلى أن الوكالة مؤسسة عمومية ذات طابع إداري تتمتع بالشخصية المعنوية والاستقلال المالي، لكن نطاق نشاطها يقتصر على إدارة السجل الوطني للمقاول الذاتي ومنصته الرقمية ، إضافة إلى المرافقة والمتابعة بهدف تنمية وتشجيع سوق التشغيل الفردي ودمجه في الاقتصاد الوطني الرسمي. This study aims to reflect the provisions of Algeria's National Independent contractor Agency through Act No. 22-23, which guarantees the Basic Law of the Independent contractor, in support of non-legalized contracting activities. Some individuals look forward to exercising their profitable activities in conformity with legislative and regulatory provisions, as well as the importance of the independent contractor's privileges. This study concluded that the Agency is a public institution of an administrative nature that enjoys moral personality and financial independence, but its scope of activity is limited to the administration of the National Independent contractor's Register and its digital platform, as well as accompanying and following up with a view to developing and encouraging the individual employment market and integrating it into the official national economy.
