الملخص
تُعتبر الديمقراطية التشاركية أحد أهم الأشكال المعاصرة للتعبير عن الرأي والمشاركة في صناعة القرار لتجسيد حكم راشد فعلي، وقد ساهمت الثورة التكنولوجية والرقمية في تكريس هذه الآلية من خلال عصرنة الخدمات وتكييفها مع التحولات الكبرى التي عرفتها المؤسسات في إطار الرقمنة. أطلقت وزارة الداخلية والجماعات المحلية والتهيئة العمرانية في الجزائر بالتعاون مع برنامج الأمم المتحدة للتنمية والاتحاد الأوروبي برنامج "كابدال" على مستوى عشر بلديات نموذجية، والذي سيساهم في تفعيل الديمقراطية التشاركية وتجسيد حكم راشد من خلال إشراك المجتمع المدني مع المجالس المنتخبة في تحديد رؤية مشتركة لمستقبل التسيير المحلي عبر سعي القائمين عليه إلى توفير إطار للعمل المشترك لجميع الفاعلين. تعتبر بلدية بني معوش التابعة إقليميا لولاية بجاية من بين البلديات النموذجية التي تم اختيارها للتطبيق التجريبي لبرنامج "كابدال"، وبالتالي استفادتها من الدعم المالي المقدم من طرف مؤطري البرنامج وكذلك من مختلف الميزات المرتبطة به كتكوين الفاعليين المحليين والإداريين، غير أنه تبيّن من خلال دراسة ميدانية على مستواها قصور في تجسيد محاور البرنامج. كلمات مفتاحية: الديمقراطية التشاركية؛ الرقمنة؛ برنامج كابدال؛ الحكم الراشد؛ الحوكمة المحلية. ----------------------------- Participatory democracy is considered one of the most important contemporary forms of expressing opinion and participating in decision-making to embody effective governance. The technological and digital revolution has contributed to dedicating this mechanism through modernizing services and adapting them to the major transformations that institutions have known within the framework of digitization. The Ministry of Interior, local authorities, and Territory planning in Algeria, in cooperation with the United Nations Development Program and the European Union, launched the “CAPDEL” program in ten model municipalities, which contributes to the initiation of participatory democracy and the embodiment of governance by providing an opportunity for civil society in model municipalities, the program has an objective to make the local actors in position of participation with the elected councils in defining a common vision for the municipality’s future in all areas of development. The municipality of Beni Maouch, in Bejaia, is among the model municipalities that have been chosen for the pilot application of the "CAPDEL" program, thus benefiting from the financial support provided by the program's supervisors, as well as from the various features associated with it, such as the training courses of local and administrative actors. However, a field survey at its level reveals a deficiency in the real embodiment of the axes of the program. ------------------------------- La démocratie participative est l'une des formes contemporaines de participation à la gestion des affaires locales. Elle est considérée comme l’un des principes fondamentaux de la bonne gouvernance. La révolution technologique et numérique a contribué de façon pertinente à la consolidation de la démocratie participative à travers la modernisation des services au niveau local et leur adaptation aux transformations institutionnels dans le contexte de la numérisation. Le MICLAT, en coopération avec le Programme des Nations Unies pour le développement et l'Union européenne, a lancé en Algérie le programme « CAPDEL » à travers dix communes modèles. Ce programme contribuera à la concrétisation d’une démocratie participative au niveau local et à l’incarnation d’une bonne gouvernance en engageant la société civile au côté des assemblées locales dans la mise en œuvre d'une vision commune de l'avenir de la gestion des affaires locales. La commune de Beni Maouch (Wilaya de Bejaia) est l’une des communes modèles sélectionnées par le programme. Elle devrait bénéficié à partir de cela d’un soutien financier ainsi que d’autres avantages associés au programme notamment des formations continues pour les acteurs locaux. Cependant, une enquête de terrain à son niveau relève une carence dans l’incarnation réelle des axes du programme.
