واقع المشاركة السياسية للمرأة في الجزائر

الملخص
تعتبر الجزائر من بين الدول الرائدة في تعزيز مشاركة المرأة في الحياة السياسية، حيث اتخذت مجموعة من الإجراءات القانونية والتشريعية التي أسهمت في تغيير الواقع الاجتماعي القائم، مما أتاح للنساء دورًا مهمًا في مختلف المجالات السياسية والحكومية، بما في ذلك الوزارات والهيئات السياسية المختلفة، وكذلك في الجيش والشرطة والقضاء والتعليم العالي والمؤسسات الاقتصادية. تهدف الورقة البحثية إلى تحليل الضمانات القانونية التي اتخذتها الجزائر لتعزيز مشاركة المرأة في الحياة السياسية، والتي تم تبنيها في إطار النصوص الدستورية وقوانين الانتخابات والأحزاب السياسية. وتأتي هذه الجهود كرد فعل على المشاركة السياسية الضعيفة التي كانت دون المستوى المطلوب، وتماشياً مع الالتزامات المنصوص عليها في اتفاقية القضاء على جميع أشكال التمييز. تعتبر تبني النظام الإجباري للحصص، وفقًا للقانون العضوي 12-03، إحدى الخطوات الهامة التي اتخذتها الجزائر لتعزيز مشاركة المرأة في المجالس المنتخبة. ورغم أن هذا النظام قد أدى إلى زيادة نسبة تمثيل النساء في المجالس، إلا أن التحدي الحالي يتمثل في تعزيز مشاركتهن السياسية بشكل أكبر، من حيث تمثيلهن في القضايا والمسائل التي تخدم مصالحهن بشكل أكبر وبطريقة فعالة. Algeria stands out among nations that have actively worked towards enhancing the political involvement of women within the realm of politics. This endeavor has been pursued through a comprehensive array of legal and legislative frameworks, which have significantly transformed the socio-political landscape for women. Notably, women have assumed pivotal roles across diverse sectors, including leadership positions within the military, security forces, judiciary, higher education institutions, and economic establishments. Algeria's commitment to fostering gender equality and women's participation in politics is underscored by the enactment of robust legal measures. These measures, embedded within constitutional provisions, electoral laws, and regulations governing political parties, are aimed at ensuring equitable representation and opportunities for women in governance structures. Addressing the inadequacies in women's political participation, which had previously fallen short of desired benchmarks, algeria has proactively aligned its legislative initiatives with the principles outlined in international conventions such as the convention on the elimination of all forms of discrimination against women (cedaw). A significant milestone in this journey has been the implementation of the mandatory quota system, as delineated in organic law 12-03. By mandating the allocation of seats for women within elected councils, this measure has succeeded in bolstering the presence of women across all tiers of governance. However, it's imperative to recognize that while the adoption of compulsory quotas has led to a tangible increase in the representation of women in elected bodies, the full spectrum of women's political participation still requires attention. Beyond mere numerical representation, there remains a need to ensure that women actively contribute to shaping policy agendas and addressing substantive issues pertinent to their communities and the nation at large.
