مقاربات مفاهيمية لنظام الرقمنة في مجال الاستثمار

الملخص
من خلال موضوعنا سلطنا الضوء على مقاربة مفاهيمية لنظام الرقمنة في مجال الاستثمار ومواكبته مع التطورات الجديدة التي فرضت من خلال التكنولوجيا الحديثة خاصة المعاملات والأعمال والتصرفات التي تتاح عبر المنصة الرقمية المستحدثة للمستثمر عبر الانترنيت، من أجل خلق فرص الاستثمار في الجزائر وتحفيزه وتطويره في بيئة ملائمة ذو بعد دولي. إلا أن المنصة الرقمية تعتبر الأولى من نوعها التي استحدثها المشرع الجزائري بموجب القانون رقم 22-18، المؤرخ في 24 جويلية 2022، المتعلق بالاستثمار، الذي من خلاله يسمح بتوفير كل المعلومات اللازمة للمستثمر بالتسجيل عن طريق الانترنيت، كما أن نظام الرقمنة يسمح بينيا بالأنظمة المعلوماتية للهيئات والإدارات المكلفة بالعملية الاستثمارية، ووضع كل الإجراءات المتصلة بالاستثمار ومتابعتها بداية من تسجيلها إلى غاية استغلالها في الميدان. Through our topic, we shed light on a conceptual approach to the field of investment and keeping pace with the new developments that were imposed through modern technology, especially the transactions, businesses and actions that are made available through the developed digital platform for the investor via the Internet in order to create investement opportunities in Algeria and stimulate and develop it in an appropriate environment with a dimension international. However, the digital platform is considered the first of its kind introduced by the Algerian legislator under Law N°22-18,dated July 24, 2022, related to investment, through which it is allowed to provide all the necessary information to the investor by registering via the Internet, and the digitization system is interfaced with the information systems of the bodies and administrations in charge investment, setting all procedures related to investment and following them up from registration to exploitation in the field.
