الملخص
إن انتقال الدولة من دور المتدخل إلى دور الحارس، خلق نوعا من الحرية في تسيير إداراتها ومرافقها المختلفة، الأمر الذي خلق طرقا جديدة في التسيير الإداري على المستويين، المركزي واللامركزي، فباتت طرق التسيير التقليدية غير قادرة على إشباع حاجات الناس المختلفة من جهة، وأصبح مرفق الإدارة بعيدا عن الأهداف التي أنشئ من أجلها من جهة أخرى. إن ظهور فكرة الحوكمة أو الحكم الراشد كتنظيم أو طريقة أو إستراتيجية جديدة في تسيير الجماعات المحلية أدى إلى ظهور إدارات جديدة تعتمد أساسا على طرق شبه علمية في التسيير، فاختزلت هذه الإستراتيجية الجديدة كل الرواسب والمفاهيم القديمة في التسيير، فأصبح القائد أو الرئيس المسير للجماعات المحلية يخضع بالدرجة الأولى آليات علمية تتطلبها الدولة الحديثة، بعيدا عن الفكرة الحزبية الضيقة التي تقوم عليها البلدية. The transition of the state from the role of the interventionist to the role of the guard created a kind of freedom in the management of its various departments and facilities, which created new methods of administrative management on both levels, central and decentralized, so the traditional management methods became unable to satisfy the different needs of the people on the one hand, and it became a facility Management away from the objectives for which it was established on the other hand. The emergence of the idea of governance or good governance as a new organization, method or strategy in the management of local groups led to the emergence of new administrations that depend mainly on quasi-scientific methods of management, so this new strategy reduced all the old deposits and concepts in management, so the leader or head of the local groups became subject to Primarily scientific mechanisms required by the modern state, away from the narrow partisan idea on which the municipality is based.
