الآفاق التشريعية لهندسة السكنات الذكية في الجزائر-المطالب والمكاسب-

الملخص
ملخص: تنظر اليوم الكثير من دول العالم بنظرة متفائلة للذكاء الاصطناعي بصفته محرك العجلة الاقتصادية وأداة لمواجهة التحديات الصناعية، وبالأخص الحاجة إلى قيام الهندسة المعمارية بالبحث عن طرق جديدة في إنشاء وتصميم سكنات وفق أنظمة ذكية تعتمد على تحسين الظروف المعيشية، وترشيد الموارد، والمحافظة على البيئة، وتأمين الرفاهية للمواطن ومسايرة التحولات العالمية بهدف تلبية مطالب الساكنة وتحقيق مكتسبات معيشية. ولئن بقي مشرعنا بعيدا عن هذا التصور إلا أن التحولات العالمية والمشاكل المعيشية والمكاسب الذي يجنيها من استغلال السكنات الذكية ستقوده حتما إلى تشريع ذلك. الكلمات المفتاحية: سكنات ذكية؛ بيئة؛ طاقة؛ رفاهية؛ مواطن. Abstract: Today, many countries of the world look optimistically about artificial intelligence as the engine of the economic wheel and a means to confront industrial challenges ,in particular the need for architecture to search for new ways to create and design smart housing based on improving living conditions, rationalizing resources, preserving the environment, ensuring a happy life for citizens and keeping pace with global transformations in order to meet the demands of the population and achieve living gains. Although the Algerian legislator remained far from this perception, the global transformations, living problems and gains that can be reaped from the exploitation of smart housing it will inevitably lead him to legislate it.
