الملخص
نتيجة إنتشار جائحة (كوفيد-19) بوتيرة أقوى وأسرع حول العالم، ومحاولة الحكومات جاهدة للحد من انتشارها من خلال إجراءات قانونية وتدابير احترازية صارمة للحفاظ على صحة وسلامة وأمن المواطنين، شكلت حالة الطوارئ الاستثنائية في مواجهة الجائحة تحديات على ضمانات حقوق الانسان- سيما الحق في الحياة والصحة والأمن -وأخفقت بعض الدول في التوازن بين واجباتها تجاه مواطنيها في توفير الرعاية الصحية وإلتزاماتها الدولية المتعلقة بحماية حقوق الانسان. وهنا كان الهدف من هذه الورقة البحثية هو تبيان مدى أهمية احترام معايير حقوق الإنسان في صلب تدابير احتواء الفيروس، والتي مع إرتفاع أكثر حدته من خلال عدد الحالات والوفيات والبلدان المتضررة ومع المستويات المفزعة لتفشي المرض، لم تحتل هذه المعايير في كثير من الأحيان أولوية في التدابير المتخذة، وفي الجهود المبذولة، بيد أن عدم إحترامها من شأنه أن يؤدي إلى المزيد من المعاناة دون داع، وبالتالي فإحترام معايير حقوق الإنسان المتعلقة بالصحة والحياة والأمن في إتخاذ تدابير الإحتواء ليس من الأمور التي من الممكن أن تترك لمرحلة لاحقة. As a result of the spread of the (Covid-19) pandemic at a stronger and faster pace around the world, although the governments' attempt to strive to limit its spread through legal and strict precautionary measures, in order to maintain health, safety and security of citizen,the exceptional state of emergency in facing the pandemic post challenges to human rights guarantees _ especially, the right to live,health and security _ however,some countries failed to balance their duties towards their citizens in providing health care with their international obligations related to the human rights' protection. Moreover, here, the aim of this research paper was to to demonstrate the importance of respecting human rights standards at the care of measures to contain the virus, which is with its rise more sharply through the number of cases , deaths , affected countries and with the alarming levels of disease outbreaks, these standard did not often occupy these standards. Priority in measures taken and in efforts made.Thus,failure to respect it, seems to lead to an unnecessary suffering. Consequently, respecting human rights standards related to health , life and security in taking containment measures is not something that could be left for coming stage
