بناء صناعة المعلومات الإلكترونية في المؤسسات الوثائقية: رؤية مركزة على المتطلبات والضروريات للمشروعات الناجحةق

الملخص
مع حلول الألفية الثالثة اتجهت المؤسسات الوثائقية نحو الاستخدام المكثف لتكنولوجيات المعلومات والاتصال وتبني مفهوم ومبادرة جديدة في تطوير وظائفها وخدماتها وهي صناعة المعلومات الإلكترونية التي تعد من أكثر الموضوعات سخونة في وقتنا الحالي في مجال المكتبات والمعلومات والتي تشكل وقع ثقيل على أسماع مسيري المؤسسات الوثائقية في الفترة الأخيرة. وفي ظل البيئة الإلكترونية الجديدة التي يعيشها عالم اليوم وما تفرضه من تحديات على هذه المؤسسات، يأتي هذا البحث ليسلط الضوء على المتطلبات الضرورية لبناء صناعة معلومات إلكترونية ناجحة في المؤسسات الوثائقية، لتطرح جملة من التساؤلات وتصل إلى مجموعة من النتائج والمقترحات لرسم رؤية مركزة لمتطلبات وضروريات صناعة المعلومات الإلكترونية داخل هذه المؤسسات الوثائقية حتى تكون في مستوى روادها محققة بذلك قيمة مضافة وقفزة نوعية في تقديم الخدمات والمنتجات الإلكترونية المكتبية. جاءت هذه الدراسة النظرية لتبحث من خلال التنقيب في أدبيات الموضوع والاتجاهات والآراء المختلفة في المتطلبات والضروريات اللازمة التي سلط عليها بعض المختصين في مجال المكتبات والمعلومات وسرد بعض وجهات النظر فيها. وهذا من خلال الاعتماد على المنهج الوصفي المعتمد على التحليل لوصف هذه الظاهرة، وقد توصلت إلى جملة من النتائج حيث تأكد ضرورة توفير الموارد المالية والمادية الكافية ودعم التعاون والتنسيق وتوحيد الجهود وضرورة وجود تخطيط وطني وجهة راعية لهذه الصناعة المعلوماتية وانطلاقها من بحوث أكاديمية ومنظومة وطنية. الكلمات المفتاحية: الصناعة، المعلومات الإلكترونية، صناعة المعلومات الإلكترونية، المتطلبات والضروريات، المؤسسات الوثائقية. Coping with the third millennium, documentary institutions have shifted towards the intensive use of information and communication technologies and adopted a new concept and initiative in the development of their functions and services, which is the electronic information industry, which is one of the hottest topics in the field of libraries and information. According to the new electronic environment in today's world and the challenges it faces to these institutions, this study highlights the requirements necessary to build a successful electronic information industry in documentary institutions, to raise a number of questions and reach a set of results and proposals to draw a focused vision of the requirements and necessities The electronic information industry within these documentary institutions in order to be at the level of pioneers, thus achieving added value and a qualitative leap in the provision of services and office electronic products. This theoretical study came to explore through the exploration of the literature of the subject and trends and different views in the requirements and necessary necessities, which were highlighted by some specialists in the field of libraries and information and list some views. This is through relying on the descriptive approach based on analysis to describe this phenomenon, and has reached a number of results where it was focused the need to provide adequate financial and material resources and support for cooperation and coordination and unification of efforts and the need for a national planning and a sponsor of this information industry and starting from academic research and national system.
