الملخص

هدفت هذه الدراسة إلى توضيح دور التغيير التنظيمي في الحد من معوقات الاستثمار السياحي الأجنبي، باعتباره مصدرا للتمويل الخارجي ووسيلة للنهوض بقطاع السياحة والمساهمة في النهوض بالاقتصاد الوطني، حيث اعتمدنا ولاية سكيكدة نموذجا وقد توصلت الدراسة إلى أن الاستثمار السياحي الأجنبي بالجزائر ضعيف لا يرقى إلى مستوى الطموحات رغم الجهود المبذولة، حيث يواجه العديد من المعوقات أهمها: كثرة الإجراءات الإدارية وانتشار الفساد والبيروقراطية؛ جملة القوانين الاستثمارية التي لا تساعد على جذب الاستثمارات الأجنبية. ويظهر دور التغيير التنظيمي في مدى مساهمته لجذب الاستثمار الأجنبي من خلال تدريب الأفراد وإكسابهم قدرات علمية واستخدام وسائل الاعلام والاتصال للترويج السياحي، بالإضافة إلى سن قوانين استثمارية جديدة تشجع المستثمرين الأجانب وهذا ما تعتمده ولاية سكيكدة في اطار المخطط التوجيهي للتهيئة السياحية. This study aims to clarify the role of organizational change in reducing the obstacles of the investment of foreign tourism, as a source of external financing and a means to promote the tourism sector and to contribute to the advancement of the national economy, where we adopted skikda state as a model. This study found that the investment of foreign tourism in Algeria is weak and not up to the level of ambition despite the efforts exerted, as many obstacles are encountered: the proliferation of administrative procedures and the spread of corruption and bureaucracy; the total investment laws that are not conducive attracting foreign investment. The role of organizational change is reflected in the extent of its contribution to attracting foreign investment through the training of individuals and their scientific abilities and the use of media and communication to promote tourism, in addition to the enactment of new investment laws that encourage foreign investors and that is what skikda adopts under the guideline configurable for tourist initialization.
