الملخص
ملخص تهدف هذه الدراسة إلى تبيان أن طبيعة العلاقات العامة الحكومية والسياسية عند تتبع تطوراتها وممارساتها التاريخية في النظام الديمقراطي الأمريكي، يظهر لنا جلياً أنها تتجاوز فكرة تحقيق التفاهم والانسجام مع الجمهور المستهدف إلى فكرة التحكم والتلاعب به لخدمة مصلحة السلطة الحاكمة التي تكون لها الأولية على سلطة الجمهور، وبالتالي فالسلطة في هذه الأنظمة التي تدعى الديمقراطية والحرية يحق لها في هذا الإطار التلاعب بالجمهور لجعله يتكيف مع أهدافها وسياساتها. الكلمات المفاتيح: العلاقات العامة، العلاقات العامة الحكومية، الجمهور، التلاعب، النظام الديمقراطي. Government public relations as a mechanism for manipulating the masses. - The American democratic system is a model – Abstract : This study aims to show that the nature of governmental and political public relations, when tracing its historical developments and practices in the American democratic system, clearly shows that it goes beyond the idea of achieving understanding and harmony with the target audience to the idea of controlling and manipulating it to serve the interest of the ruling authority that has priority over the authority of the public. Therefore, the authority in these systems called democracy and freedom has the right, in this context, to manipulate the public to make them adapt to its goals and policies. Les relations publiques du gouvernement comme mécanisme de manipulation des masses. - Le système démocratique américain est un modèle – Résumé : Cette étude vise à montrer que la nature des relations publiques gouvernementales et politiques, en retraçant leurs développements et pratiques historiques dans le système démocratique américain, montre clairement qu'elles vont au-delà de l'idée de parvenir à la compréhension et à l'harmonie avec le public cible à l'idée de le contrôler et de le manipuler pour servir les intérêts de l'autorité dirigeante qui a la priorité sur l'autorité du public. Par conséquent, l'autorité dans ces systèmes appelés démocratie et liberté a le droit, dans ce contexte, de manipuler le public pour faire ils s’adaptent à ses objectifs et à ses politiques.
