الملخص
مما لا شك فيه أن المعلومات في عصرنا تحضى بأهمية قصوى حيث أصبحت المعلومة وتكنولوجياتها السمة الطابعة والمميّزة للمجتمع الرقمي، الذي أظهر قدرة فائقة في جمع البيانات وحفظ المعلومات وتراكمها وامتلاكها وإدارتها وكذا تبادلها بكميات كبيرة وبسرعات غير مسبوقة، وإتاحتها للمعالجة والحفظ والتداول بكل اللغات، وهو ما سهّل إمكانية استرجاعها وسرعة النفاذ إليها، الأمر الذي ساهم في اسقاط الحواجز التي كانت تفصل بين البشر، كالبعد الجغرافي واختلاف اللغات والافتقار للمعلومـــات. فأصبح بإمكاننا التنقل بين المواقع ومصادر المعلومات والولوج إلى قواعد البيانات والمكتبات المنتشرة عبر دول العالم، والحصول على المعلومات والملفات. لكن هذه التطورات الايجابية أدت بالبعض الى سوء استخدامها، الأمر الذي ساهم في نشوء جرائم لم تعرفها البشرية، وتعد مشكلة الخصوصية من أهم القضايا الأخلاقية المرتبطة باستخدام التكنولوجيا الإلكترونية، وهو ما قادنا إلى البحث في أخلاقيات المعلومات من خلال طرح الاشكالية التالية: ماذا نقصد بالخصوصية؟ وكيف شكلت رقمنة البيانات والمعلومات انتهاكا صارخا لها؟.، وإذا كان مجتمع المعلومات من أهم ميزاته حرية الوصول إلى المعلومات فكيف السبيل للتوفيق بين الحق في الخصوصية وبين الحق في حرية الوصول للمعلومات؟ . Information and its technologies are of utmost importance, as they have become the defining characteristic of the digital society.Especially after he demonstrated a superior ability to collect data, store information, accumulate it, own it, manage it, and exchange it in large quantities and at unprecedented speeds, And making it available for processing, preservation and circulation in all languages, which made them easier to retrieve and quick to access, and helped to break down the barriers that separated people, such as geographical distance, different languages and lack of information. Thus, we can navigate between websites and sources of information, access databases and libraries scattered around the world and obtain information and files. But these positive developments have led some to abuse them, which has contributed to the emergence of new crimes, The issue of privacy is one of the most important ethical issues associated with the use of electronic technology. This led us to research the ethics of information by posing the following problem: What is privacy? And how has the digitization of data and information threatened it? And if one of the most important characteristics of the information society is freedom of access to information, how can the right to privacy be reconciled with the right to free access to information?.
