الانتقال من الحوكمة المحلية الى الحوكمة الالكترونية ضرورة أم خيار؟

الملخص
أدى التطور التكنولوجي الكبير إلى انتقال المعلومات عبر العالم بسرعة، وأصبح المواطن في أي دولة يعرف ماله من حقوق وواجبات ويطلع على وضع المواطنين في الدول المتقدمة ويسعى للحاق بهم، لذلك اهتمت الدول بموضوع الحوكمة المحلية وحتمية تطبيقها على أرض الواقع من خلال مشاركة جميع الفاعلين من منظمات حكومية وغير حكومية وقطاع خاص، ومنح دور أكبر للمواطن والمجالس المحلية في تسيير الشأن العام، لكن تسارع وتيرة التطور التكنولوجي، واستخدام تكنولوجيا الإعلام والاتصال في شتى ميادين الحياة أصبح ضروريا بالإضافة إلى تطبيق مبادئ الحوكمة المحلية السرعة والجودة في تقديم الخدمة للمواطن وفي أي وقت يرغب بذلك، وبذلك ننتقل إلى حوكمة الكترونية تسهل عمل الإدارات المحلية وتضمن الشفافية والمشاركة وسهولة مساءلة المسؤولين وجودة الخدمة المقدمة للمواطن. Great technological development has led to the rapid transmission of information across the world, and a citizen of any country knows his rights and duties, it looks at the situation of citizens in developed countries and seeks to catch up with them, therefore, countries have paid attention to the issue of local governance and the inevitability of applying it on the ground through the participation of all actors, including governmental and non-governmental organizations and the private sector, and giving a greater role to citizens and local councils in conducting public affairs. However, the accelerating pace of technological development and the use of information and communication technology in various fields of life has become necessary, as well as the applying of local governance principles, speed and quality in providing services to the citizen at any time he desires, thus, we are moving to electronic governance that facilitates the work of local administrations and ensures transparency, participation, easy accountability, and the quality of service provided to citizens.
