مساهمة المعارضة البرلمانية في تفعيل الدور الرقابي والتشريعي للبرلمان الجزائري

الملخص
تسعى الدراسة إلى بسط ملامح المعارضة البرلمانية في الجزائر من خلال مقاربة أساسية مفادها أن قوة أي برلمان تنطلق بالدرجة الأولى من قوة المعارضة الموجودة داخله التي تعمل على طرح البدائل الكفيلة بإصلاح السياسة المتبعة من قبل الحكومة. ومن ثم فإن أي إصلاح سياسي يرمي إلى تكريس السيادة الشعبية وتقوية الأداء التشريعي والرقابي للبرلماني لا يستقيم له شأن إلا من خلال الاعتراف للمعارضة بحقوقها الدستورية وفتح المجال أمامها للتداول السلمي على السلطة وفق ما تفرزه صناديق الاقتراع. ذلك أن البرلمان يعتبر من أهم المنابر التي تسمح للمعارضة من طرح أفكارها والترويح لبرامجها، باعتبارها تمثل شريحة واسعة من أفراد المجتمع. The present study analyzes the features of the parliamentary opposition in Algeria, starting from a basic approach that the power of any parliament emergesprimarily from the strength of its opposition which works to offer alternatives to manage both public Policy and public affairs in the state. Hence, any political reform aimsat consolidating popular sovereignty and strengthening parliamentary performance in a supervisory and legislative perspective willbe effective only by providing the ground to the opposition through recognizing its constitutional rights, and in the forefrontits right to peaceful transition of power according to the results of contention selections. This is; in fact, because Parliament is considered one of the most important platforms that allow the opposition to present its ideas and promoteits programs and policies, as itis an effective means that enables the opposition to express a wide category of the social group itrepresents.
