الملخص
ملخص: نظام اللامركزية يحدّد اختصاصات الهيئات اللامركزية بوضع قاعدة عامة تبيّن نوع الأعمال التي تمارسها على النحو الذي حدّده المشرّع. ولهذا استدعى الامر صدور عدة قوانين التي تمكنت من خلالها فرنسا الى تسيير اداري لامركزي بجميع اسسه وتقنياته، ومنه فان الهدف من الموضوع تتبع اللامركزية عبر حلقات الزمن الى اكتمال اطارها القانوني والفني الى سنة 2007 اين بانت بوادر نظام اخر كشفت عنه سلبيات لامركزية التسيير الى استقلالية السلطات الإدارية المستقلة وهو نظام فتي قيد الدراسة والممارسة. Abstract : The decentralization system defines the competencies of the decentralized bodies by setting a general rule that shows the type of business they practice as specified by the legislator. For this reason, the matter necessitated the issuance of several laws through which France was able to achieve decentralizedadministrativemanagement with all its foundations and techniques. Hence, the objective of the topic is to trace decentralization through the cycles of time until the completion of its legal and technical framework until the year 2007, when the signs of another system revealed the negative aspects of decentralization of management to the independence of authorities.
