الملخص: التطورات المتسارعة للمجتمع الدولي أدت إلى تشعب العلاقات الدولية لتشمل جل المجالات والأنشطة ولعل موضوع الحماية الدبلوماسية للرعايا الأجانب واحد من أكثر المواضيع مسايرة للتطور الحاصل على مستوى العلاقات الدولية عبر التاريخ . وبالنظر إلى الأوضاع الدولية الراهنة وتغليب لغة المصالح وتزايد التدخلات في الشؤون الداخلية للدول والانتهاكات الصارخة لمبدأ السيادة بما تحمله من تهديد لحقوق الإنسان ، إضافة إلى ضعف الحلول التقليدية المتبعة في مجال الحماية الدبلوماسية للرعايا طبيعيون كانوا أو اعتباريون ، يتضح جليا أن العالم يسير نحو استخدام القوة على حساب الأساليب السياسية والدبلوماسية التي تضمن حماية حقوق الإنسان والمحافظة على الأمن والسلام الدوليين . Abstract: The rapid developments of the international community have complicated international relations to encompass most areas and activities. The topic of diplomatic protection of foreign nationals is perhaps one of the most attuned to the evolution of international relations throughout history. In view of the current international situation, the pre-eminence of the language of interest, the increasing interference in the internal affairs of States and the flagrant violations of the principle of the sovereignty of States by threatening human rights . In addition to the weakness of traditional solutions in the field of diplomatic protection of natural or legal nationals, it is clear that the world is moving towards the use of force at the expense of political and diplomatic methods that guarantee protection of human rights and the maintenance of international peace and security.
