الملخص
هدفت هذه الدراسة إلى التعرف على دور المقدرات الجوهرية بأبعادها (التعلم التنظيمي، رأس المال البشري، المرونة الإستراتيجية، إدارة التكنولوجيا، الموارد التنظيمية والبشرية) في تحقيق الأداء المتميز للمؤسسات الإقتصادية، وذلك بدراسة حالة المؤسسة المينائية بسكيكدة؛ ولتحقيق الهدف تم تصميم إستبيان لغرض جمع البيانات، وزع على عينة عشوائية مكونة من (65) عاملاً إدارياً ، وقد تم الإعتماد على المنهج الوصفي التحليلي، كما استخدم برنامج الحزمة الإحصائية للعلوم الإجتماعية ssps لتحليل بيانات الإستبيان. توصلت الدراسة إلى عدد من النتائج أهمها وجود علاقة ذات دلالة إحصائية عند مستوى معنوية 0.05 ≥ α تبرز مساهمة المقدرات الجوهرية وأبعادها في تحقيق الأداء المتميز. وفي ضوء هذه النتائج تم صياغة جملة من المقترحات التي تفيد واقع العمل التنظيمي في المؤسسة المينائية بسكيكدة. This study aimed to identifying the role of Core Competencies in achieving Outstanding Performance of economic institutions, by studying the case of the Port institution in Skikda. To achieve the objective, a questionnaire was designed for the purpose of data collection, distributed to a random sample of (65) administrative workers. The descriptive analytical approach has been used. The statistical package for social sciences SPSS was used to Analysis the questionnaire data. A number of results have been reached, the most important of which is the existence of a statistically significant relationship at the level of significance α≤0.05, which highlights the contribution of the core competencies in achieving outstanding performance of the port institution in Skikda. In the light of these results, a number of recommendations were formulated to inform the reality of the regulatory work in the port institution in Skikda.
