استخدام الإدارة الالكترونية لتعزيز الخدمة العمومية في الإدارة المحلية دراسة ميدانية على موظفي بلدية الرويسات

الملخص
تهدف هذه الدراسة إلى تسليط الضوء على أهمية الإدارة الإلكترونية في النهوض بالخدمة العامة بالإدارة المحلية، ودورها في تعزيزها، وهذا لما أحدثته الثورة التكنولوجية من تغييرً جذريً في مختلف المؤسسات، وفي العديد من المجالات والقطاعات، مما أدى إلى حتمية إعادة هندسة أنماط الإدارة التقليدية لمواكبة التطور السريع في البيئة الخارجية ولتكون تلك المؤسسات قادرة على استخدام التقنيات الحديثة لتسهيل العمل الإداري وتحسين الخدمات الإدارية بكافة أنواعها. ولهذا الهدف فقد قمنا بتصميم استبيان لغرض معرفة أراء واتجاهات أفراد العينة (موظفي بلدية الرويسات، ورقلة) حول واقع استخدام الإدارة الالكترونية ودوره في تعزيز أداء الخدمة العمومية، والحصول على بيانات الدراسة، التي عولجت بمجموعة من الأساليب الإحصائية، بالاستعانة ببرنامج الحزم الإحصائية للعلوم الاجتماعية في نسخته العشرين SPSS V.20. حيث توصلت الدراسة التطبيقية إلى أن الإدارة الالكترونية تساهم في تعزيز أداء الخدمة العمومية لدى عمال بلدية الرويسات بولاية ورقلة. This study aims to shed light on the importance of electronic administration in the advancement of public service in the local administration, and its role in enhancing it, and this is due to the technological revolution brought about a radical change in various institutions, and in many fields and sectors, which led to the inevitability of re-engineering traditional management patterns to keep pace with development In the external environment, these institutions are able to use modern technologies to facilitate administrative work and improve administrative services of all kinds. For this purpose, we designed a questionnaire for the purpose of knowing the opinions and attitudes of the sample members (staff of the municipality of Ruwaisat, Ouargla) about the reality of using electronic administration and its role in enhancing public service performance, and to obtain the data of the study, which was treated with a set of statistical methods, using the Statistical Packages Program for Social Sciences in Its twentieth edition is SPSS V.20. The applied study concluded that the electronic administration contributes to enhancing the performance of the public service among the workers of the municipality of Rouissat in the Wilaya of Ouargla.
