دور النظام القانوني للمؤسسات الفندقية في مجال الأمن الصحي - حالة الحجر الصحي لمواجهة كوفيد 19 -

الملخص
شهدت البشرية في سنة 2020 وباء عالمي لم يعرف من قبل حمل تسمية كورونا فيروس "كوفيد 19 " نسبة للوصف العلمي للفيروس الذي سبب المرض وأودى بحياة العديد من البشر في بلدان متعددة لم يستثنيها الوباء مهما بلغت درجة تطورها. سعت الدول مباشرة وفي غياب لقاح يقضي على الفيروس إلى وضع استراتيجيات وقائية وعلاجية لمواجهة المرض ولعل ابرز التدابير التي تم اللجوء لها لتحقيق هذا الغرض هو تبني حل الحجر الصحي لمواجهة المرض، باعتبار أن هذا الحل أعطى نتائجه في بلد منشأ المرض. وجود العديد من مواطني الجمهورية خارج الوطن استدعى تدخل الدولة لإجلاء هؤلاء الرعايا متى كان الأمر ممكنا، وضمانا لحفاظ صحة المواطنين وعدم تفشي المرض اتُخذت تدابير قصد التأكد من عدم إصابة هؤلاء بالفيروس بوضعهم تحت الحجر الصحي بمؤسسات فندقية عمومية وخاصة لمدة اربعة عشر14 يوما للتأكد من سلامتهم.وبذلك لعب القطاع السياحي دورا مهما في مواجهة هذا المرض. Humanity witnessed in the year 2020 a global epidemic that was not known before bearing the name of Covid 19 according to the scientific description of the virus that caused the disease, and which claimed the lives of many people in multiple countries that were not excluded by the epidemic no matter how developed them are. In the absence of a vaccine that eliminates the virus directly, countries have sought to develop preventive and treatment strategies to confront the disease, and perhaps the most prominent measure that has been used to achieve this purpose is to adopt a quarantine solution to confront the disease, given that this solution gave its results in the country of origin of the disease.The presence of many citizens of the republic outside the country called for the state’s intervention to evacuate these nationals whenever possible, and to ensure the health of citizens and the outbreak of the disease, measures were taken to ensure that these people were not infected with the virus by placing them under quarantine in public and private hotel establishments for a period of 14 days to ensure their safety. The tourism sector played by this mesure an important role in facing the disease.
