دور مؤسسات البحوث Think Tank في صياغة القرار السياسي في الولايات المتحدة الأمريكية .

الملخص
تسمح طبيعة النظام السياسي الأمريكي بمشاركة العديد من مؤسسات البحوث المستقلة و الحكومية في صياغة القرار السياسي في هذه الدولة. تتم هذه المشاركة ليس فقط من خلال عقد الندوات و المؤتمرات و نشر الكتب و الدراسات بل و أيضا من خلال عملية التبادل للمراكز والأدوار بين الباحثين في هذه المؤسسات و الشاغلين للمناصب السياسية و الإدارية في الدولة. كما يكمن سر نفوذ هذه المؤسسات في القدرة الكبيرة على التكيف السريع مع القضايا الجديدة في البيئتين الداخلية و الدولية. بالإضافة إلى هذا فقد تحولت هذه المؤسسات في جزء من نشاطها إلى جماعات ضغط فتحت المجال في الوقت نفسه لجماعات أخرى غيرها تتوافق في المصالح على المستوى الداخلي والخارجي. La nature du système politique américain permet la participation de nombreuses institutions de recherche indépendantes et gouvernementales à la Prise de décision politique dans ce pays. Cette participation a lieu non seulement par la tenue de séminaires, de conférences, la la publication de livres et d'études, mais également par l'échange de rôles entre les chercheurs occupant ces postes et ceux occupant des postes Politiques et administratives dans l'état. Le secret de l’influence de ces institutions réside dans la grande capacité de s’adapter rapidement aux nouveaux problèmes nationaux et internationaux. En outre, ces institutions font désormais partie de leurs activités au sein de groupes de pression qui ont ouvert la voie à d’autres groupes compatibles avec les intérêts aux niveaux interne et externe. The nature of the American political system allows the participation of many independent and governmental research institutions in the making of political decision in this country , not only through holding seminars and conferences, publishing books and studies but also through the exchange of roles between researchers in these institutions and those who occupy Political and administrative positions in the state. The secret of the influence of these institutions is the grea t ability to adapt quickly to new issues in the internal and international environments. In addition, these institutions have become in part of their activity into pressure groups that have opened the way for other groups that correspond to interests at the internal and external levels.
