تفعيل التكامل الاقتصادي المغاربي كآلية لمواجهة التحديات العالمية و الإقليمية الراهنة

الملخص
استنادا إلى ما تملكه البلدان المغاربية من مقومات لا تمتلكها نماذج تكاملية أخرى كالإتحاد الأوروبي، إذ يبقى فقط على هذه الدول تفعيل هاته العوامل، ووضع المصلحة المشتركة فوق اعتبارات الزعامة والمصلحة الوطنية. و لا مفر للدول المغاربية من هذا الخيار الحيوي والإستراتيجي إذا أرادت أن تواجه التحديات الداخلية والخارجية على وجه الخصوص، وإذا أرادت أن يكون لها وزن إستراتيجي قوي وموقف تفاوضي تواجه به مختلف الإستراتيجيات والتكتلات الإقليمية عبر العالم، كاتفاقيات الشراكة الأوروبية والشراكة الأمريكية. وهذا ما يستدعي ضرورة التّسريع في تطبيق جملة من الآليات لإعادة تفعيل وبعث هذا التكتّل من جديد، لعل من أهمها ضرورة بناء مؤسسات مشتركة فعّالة تكون قادرة على إدارة العملية التّكاملية ككل وخصوصا قدرتها على ابتكار الحلول اللازمة والتغلّب على مختلف المعضلات. Abstract: Although the Maghreb countries has economic capabilities do not have other models of economic integration such as the EU, it remains only how to reactivate these factors of circumstances, and put the common interest above all considerations and supra-national. Inevitably, the Maghreb countries of this vital and strategic choice if it wants to face internal and external challenges, in particular, and if she wants to have a strategic importance and strong negotiating position facing the vas regional strategies and regional blocks across the world, such as European partnership and American partnership. Achieving the above objectives requires the acceleration of the implementation of a number of mechanisms to reactivate and rebuild this block again, may be the most important mechanism is: to build effective common institutions governed by democratic control to be able to manage the integration process, full with the ability to find the necessary solutions and break all barriers encountered, and all this is only the will and desire necessary policy..
