ملخص: تعدّ قضيّة التّعاون والتّكامل السّياسي والاقتصادي من القضايا الهامّة التي تثار حاليّاً وبشكل واسع على الصّعيدين النّظري والعملي ، وعلى الصّعيدين الرّسمي وغير الرّسمي أيضاً ، و أصبحت مسألة التكامل الاقتصادي بين الدول المختلفة ظاهرة بارزة في العالم اليوم, حتــــى سمي عصرنا بعصر التكتلات الاقتصادية , فمحاولات التكامل الاقتصادي لم تعد قاصرة على تلك الشعوب التي تنتمي إلى أمة واحدة , بل تعدتها إلى شعوب تنتمي إلى أمم مختلفة , حتى أنّ بعضها يضم شعوبا عانت من الحروب الطويلة المروعة بينها. Abstract: Economic integration in the Maghreb region suffers really from several constraints, which are seen as challenges, already emerged in the economic field, at the level of implementing development programs in the countries until the birth of the Arab Maghreb Union in 1989. So, this led to the emergence of Maghreb Union which coincided with population explosion, unemployment, and foreign debts which are development problems of the Maghreb countries. Besides, economic integration has encountered from the beginning enclosed borders, customs barriers and the lack of infrastructure to facilitate the movement of goods and people. There are also constraints at political level that can infringe the concept of sovereignty of all countries of the Maghreb, not to mention the problems of Western Sahara, and the embargo on Libya as hindering the process of integration.
