الإطار الوظيفي لسلطات الضبط المستقلة في الجزائر

الملخص
عالجت هذه الورقة البحثية الإطار الوظيفي لسلطات الضبط المستقلة في الجزائر والتي أنشأها المشرع لتحل محل السلطات الإدارية في ممارسة مهام محددة كسلطات ضابطة، وذلك نتيجة التحول السياسي والاقتصادي الذي حدث على إثر التعديل الدستوري لسنة 1989. وهدفت الدراسة الى الكشف عن أهم مظاهر تطور الأداء الوظيفي لهذه السلطات، بما يتماشى وتطورات الأوضاع السياسية والاقتصادية والاجتماعية، وتأثرها بالعوامل الخارجية وفي مقدمتها التكنولوجية الحديثة، والتي من بين أهـــم ما ترتب عنها التحول من الاقتصاد التقليدي الى الاقتصاد الرقمي والتحول من الإدارة التقليدية الى الإدارة الالكترونية وغيرها، وفي الخاتمة تم تسجيل بعض النتائج والاقتراحات حول ممارسة هذه السلطات لمهامها والارتقاء بها الى المستوى الذي يتطلبه تحسين أدائها في ضوء المستجدات الراهنة. This research paper addressed the functional framework of the independent police authorities in Algeria, which were established by the legislator to replace the administrative authorities in exercising specific tasks like controlling authorities, as a result of the political and economic transformation that occurred following the constitutional amendment of 1989. The study aimed to reveal the most important aspects of the development of the functional performance of these authorities, in line with developments in political, economic and social conditions, and their influence by external factors, especially modern technology, and its most important results appearing in the shift from traditional to digital economy, and also from traditional management to electronic management too. In the conclusion, some results and suggestions were introduced regarding these authorities, and exercising their duties in suitable manners, and raising them to the required level which is needed to improve their performance in light of the current developments.
