الملخص

بذلت الجزائر جهودها من أجل عصرنة وحوكمة الإدارة العمومية لتواكب التطورات الحاصلة في العالم في مجال التكنولوجيات الحديثة، من خلال مشروعها الإلكتروني لسنة 2013 ويعتبر مشروع رقمنة الإدارة المحلية وعلى رأسها البلدية من بين ورشاته الكبرى التي أطلقته قصد تحسين الخدمات العمومية وتقليص الهوة الموجودة بين الإدارة والمواطن، وبفضل هذه الجهود أصبحت البلدية تقدم عدة خدمات عمومية إلكترونية. ونهدف من خلال هذه الدراسة إلى تسليط الضوء على نماذج وتطبيقات عصرنة الإدارة المحلية وتحديدا مشروع البلدية الإلكترونية لا سيما ما تعلق باستخراج وثائق الحالة المدنية، واستحداث المصلحة البيومترية وكذا الخدمات المستحدثة فيما يتعلق بالشؤون الاجتماعية، لمعرفة أهمية اتباع النظام الإلكتروني والفعالية التي يحققها في الأداء وفي تطوير العمل الإداري وكذا اكتشاف النقائص الضرورية لتحسين البيئة الإلكترونية. Algeria has made efforts to modernize and govern public administration to keep pace with developments in the world in the area of modern technologies Through its 2013 e-project, the Local Administration Digitization Project, headed by the Municipality, is one of its major workshops to improve public services and reduce the gap between the Administration and the citizen, Thanks to these efforts, the municipality has provided several electronic public services. and through this study we aim to highlight the models and applications of the modernization of local administration, specifically the Electronic Municipality Project, particularly with regard to the extraction of civil status documents, Development of biometric interest as well as services developed in relation to social affairs to know the importance of the electronic system and its effectiveness in performance and in the development of administrative work, as well as to detect the deficiencies necessary to improve the electronic environment.
