برنامج كابدال وأثره على ترقية الديمقراطية التشاركية في الجزائر

الملخص
يعتبر برنامج كابدال أحد أهم المبادرات الهادفة لترقية الديمقراطية التشاركية في الجزائر من أجل تفعيل دور المواطن للمشاركة في تسيير شؤونه المحلية، شمل البرنامج ثمانية 08 بلديات نموذجية على مستوى الوطن كتجربة أولية، ويسعى إلى ترقية الديمقراطية التشاركية على المستوى المحلي، من خلال مجموعة من الآليات الهادفة إلى بناء قدرات الفاعلين المحليين. وعليه تناقش الدراسة أهمية هذا البرنامج ومرتكزاته، بالإضافة إلى الآليات المتبعة لترقية الديمقراطية التشاركية في البلديات النموذجية، ونظرا لاستكمال مدة تنفيذ البرنامج واختتامه بتاريخ 14 ديسمبر 2023، تتناول الورقة البحثية دراسة تقييمية للبرنامج من خلال توضيح إسهاماته في ترقية الديمقراطية التشاركية، والتحديات التي واجهته، وذلك من أجل النظر في إمكانية أن يكون نموذج جزائري للديمقراطية التشاركية يمكن تعميمه على البلديات الأخرى. The following article highlights The Kabdal Program as being one of the most important initiatives aimed at promoting participatory democracy in Algeria; in addition to activating the citizen’s participation in the management of local affairs. The program includes eight model municipalities on the national territory as an initial experiment; it seeks to promote participatory democracy at the local level, through a set of purposeful mechanisms in order to build local actors’ capabilities. Moreover, the study discusses the importance of this program, its foundations, and the mechanisms used to promote participatory democracy in model municipalities. With the accomplishment of the program’s implementation on December 14, 2023, the research paper addresses an evaluation study by clarifying its contributions in promoting participatory democracy, and the challenges it faced. This evaluation is crucial in considering the possibility of an Algerian model of participatory democracy that could be generalized to other municipalities.
