الملخص
الملخص: تعتبر الديمقراطية التشاركية منظورا متكاملا لإعادة تشكيل الأدوار والعلاقات بين الجماعات المحلية والفاعلين المحليين من بينهم المجتمع المدني، بتشارك التسيير المحلي عبر عدد من الآليات، التي تخول لهم المشاركة موسعة وفعالة في عملية صنع القرار، و في إعادة النظر في مفهوم المشاركة المحدودة المنحصرة في التمثيلية السياسية، كما ان الارتكاز على مفهوم الديمقراطية التشاركية يمكن من معالجة جملة من الإشكالات المتعلقة بعلاقة الدولة بالمجتمع والمواطنين، بتنمية فعل المشاركة داخل المجتمع، ودمقرطة المجتمع ومأسسة آليات عمله بما يحقق التنمية المحلية. وعليه تتناول هذه الدراسة التأصيل المفاهيمي والنظري للديمقراطية التشاركية، والآليات الكفيلة بتحقيقها. Abstract: Participatory democracy is considered an integrated perspective for reshaping the roles and relationships between local groups and local actors, including civil society, by sharing local governance through a number of mechanisms that allows them to participate extensively and effectively in the decision-making process, and for reconsidering the concept of limited participation confined to political representation. Also, the concept of participatory democracy enables us to address a number of issues related to the relationship of the State with society and citizens, by developing the act of participation within society, democratizing society and institutionalizing its working mechanisms to achieve local development. Therefore, this study deals with the conceptual and theoretical foundation of participatory democracy and the mechanisms to achieve it.
