الملخص
تتطرق الورقة البحثية إلى إطار العلاقات الإستراتيجية التي تربط الاتحاد الأوروبي بالفضاءات البعيدة كما هو الحال بالنسبة لأمريكا اللاتينية، مع التركيز على خصوصية العلاقات مع البرازيل كنموذج. والهدف من الورقة هو تحليل وتفسير مكانة الاتحاد الأوروبي وواقع الامتداد والتوسع خارج فضائه التقليدي، ليتنافس بذلك على فضاءات جديدة بشكل يساهم في دعم نفوذه. فالمقال يكتسي أهميته من كونه يساعدنا على فهم مدى تأثيرات وقوة الاتحاد الأوروبي الخارجية. بنينا الورقة على مقاربة وصفية تحليلية، وأسندناها إلى جملة من المناهج، التي تشمل المنهج التاريخي، الإحصائي، المقارن ودراسة الحالة، وكذا المنهج التحليلي النظمي. فكلها تتكامل معا لأجل تقديم الأجوبة للإشكالية والفرضيات المنطلق منها لأجل فهم توجهات الاتحاد الأوروبي وسياساته الهادفة لتحقيق المصالح الإستراتيجية الآنية والمستقبلية. ولعل من بين ما خلصت إليه الورقة أن العلاقات الإستراتيجية الأوروبية اللاتينية التي لا تزال لم ترقى بعد إلى مستوى التوقعات، ولا يزال أمام الأطراف المنخرطة في الشراكة أشواطا كبيرة تقطعها لبلوغ مستوى الأهداف والمصالح المتبادلة والمشتركة. The paper touches on the framework of the European Union's strategic relationships with remote spaces as in Latin America, with a focus on the specificity of relations with Brazil. The aim of the paper is to analyse and explain the place of the European Union and the reality of the extension and expansion beyond its traditional space, thus competing for new spaces in a way that contributes to its influence. The article is important in that it helps us understand the extent of the EU's external influences and power. We built the paper on an analytical descriptive approach, and based it on a range of approaches, including historical, statistical, comparative and case study, as well as systemic analytical approaches. All of them are complementary in order to provide answers to the problems and hypotheses arising from them in order to understand the European Union's orientations and policies aimed at achieving immediate and future strategic interests. The paper concluded, inter alia, that the European-Latin strategic relations that have not yet lived up to expectations, and that the parties involved in the partnership still have great strides to go towards achieving the level of mutual and shared goals and interests.
