اتصال المخاطر في مجال الصحة العمومية، دراسة في الآليات و الاستراتيجيات

الملخص
يشكل اتصال المخاطر من المجالات الأساسية التي تعول عليها الدول والحكومات في التعامل مع الأوضاع الصحية، حيث تلجأ الى هذا النوع الاتصالي بمختلف أدواته وآلياته واستراتيجياته للحد من انتشار الأوبئة والامراض خاصة تلك التي تأخذ الصيغة الدولية، مما يتطلب عملا مشتركا على الصعيد الدولي، ولأن العملية الاتصالية في مجال اتصال المخاطر تتسم بالتعقيد وبالتعدد على مختلف مستوياتها، فان مسألة تحديد الاليات لتفعيل اتصال المخاطر وإنجاح استراتيجياته لا يعد بالأمر الهين بالنسبة للقائمين على هذه العملية الاتصالية. تهدف هذه الورقة البحثية الى تسليط الضوء على دور اتصال المخاطر في التعامل مع الازمات الصحية التي لها خصوصية المفاجأة والتكرار والاستمرار، حيث اعتمدنا على المقاربة النسقية لفهم وادراك اتصال المخاطر في مجال الصحة العمومية، واتضح في نهاية الدراسة انه اتصال تقني بالدرجة الاولى يتطلب التكثيف للوسيلة وللمعلومة في تعامله مع الازمة الصحية. الكلمات المفتاحية: اتصال المخاطر، الأزمة، اتصال الأزمات، الصحة العمومية، الاستراتيجية الاتصالية. Abstract Risk communication is one of the basic areas that countries and governments rely on in dealing with health situations, as they resort to this type of communication with its various tools, mechanisms and strategies to limit the spread of epidemics and diseases, especially those that take on an international character, which requires joint action at the international level, and because the process Communication in the field of risk communication is characterized by complexity and multiple levels at various levels. The issue of identifying mechanisms to activate risk communication and make its strategies successful is not an easy matter for those in charge of this communication process. This research paper aims to shed light on the cycles of risk communication, in dealing with health crises that have the characteristics of surprise, repetition, and continuity. We relied on the systemic approach to understanding risk communication in the field of public health. It became clear at the end of the study that it is primarily technical communication that requires intensification. For the means and information in dealing with the health crisis.
