الحد من مخاطر الكوارث: مواكبة التجارب الدولية Disaster Risk Reduction: Keeping Up With International Experiences

الملخص

تم التعامل مع إدارة الكوارث لدراسة كيفية التفاعل مع حالات الكوارث للحد من مخاطرها وأضرارها، من خلال البحث اتضح مدى الحاجة في الدول المتخلفة لتطوير طرق التعامل مع الكوارث بالاستفادة من التجارب الدولية الرائدة والعمل مع مختلف المنظمات الدولية ذات العلاقة المباشرة أو غير المباشرة مع موضوع آثار الكوارث والحد من مخاطرها إلى أقصى الحدود، كما اتضح مدى الحاجة لتوفير مختلف الموارد لمجابهة الكوارث وفي تأهيل الموارد البشرية والتكنلوجية، تطوير قنوات التواصل، نشر روح المبادرة لصناع القرار مع الصلاحيات اللازمة، خلص العمل للحاجة للاستفادة من التجارب الدولية لاكتساب المهارات اللازمة للإدارة والتعامل مع الكوارث في جوانب التخطيط الاستراتيجي والإعلام الالكتروني، تعميم التقنيات التكنولوجية لإدارة الكوارث والحد من مخاطرها. Abstract: Disaster management was dealt with to study how to interact with disaster situations to reduction their risks and damages. Through the research, it became clear the extent of the need in underdeveloped countries to develop methods of dealing with disasters by taking advantage of leading international experiences and working with various international organizations directly or indirectly related to the issue of the effects of disasters. And reduce its risks to the maximum extent, as it became clear the extent of the need to provide various resources to confront disasters and to qualify human and technological resources, develop communication channels, spread the initiative spirit to decision makers with the necessary powers, The work concluded with the need to benefit from international experiences to acquire the necessary skills for managing and dealing with disasters in the aspects of strategic planning and electronic media, and disseminating technological techniques for managing disasters and reducing their risks.
