اللجوء البيئي من منظور الأمن الإنساني

الملخص
أفرزت النقاشات الراهنة حول المواضيع المتعلقة بأسباب وانعكاسات اللجوء البيئي، وآثارها على الأمن البيئي مقاربتين تتعلقان ب: حماية الدولة من الأخطار البيئية، حماية الإنسان من آثار المشاكل البيئية، تحاول هذه الورقة البحثية اظهار تجليات المقاربتين مقارنة بالبعد المفاهيمي، كما ستركز على أهمية الأمن الإنساني في التعامل مع الأثار المترتبة عن المشاكل البيئية، وما يتعارض مع تحقيق التنمية المستدامة، وهذا بالبحث عن غاية حماية الإنسان وتحقيق أمنه كهدف أساسي للأمن، ستحاول الإجابة عن اشكالية رئيسية مفادها: هل يمكن فهم اللجوء البيئي بشكل أفضل من منظور الأمن الإنساني؟ خلصت هذه الورقة البحثية إلى أنه من الضروري جعل الإنسان جوهر النشاط البيئي وحماية حالات اللجوء البيئي بما يمكن من تحقيق الأمن الانساني، مع التأكيد على ضرورة التعامل مع المفاهيم المرتبطة بالأمن بصفة متكاملة. Abstract: The current discussions on topics related to the causes and repercussions of environmental asylum, and their effects on environmental security, resulted in two approaches related to: protecting the state from environmental dangers, protecting humans from the effects of environmental problems. This paper attempts to show the manifestations of the two approaches compared to the conceptual dimension. will also focus on the importance of human security in dealing with the effects of environmental problems, what is inconsistent with achieving sustainable development, and this is by searching for the goal of protecting people and achieving their security as a primary goal of security. will attempt to answer a major problem: Can environmental asylum be better understood from the perspective of human security? concluded that it is necessary to make man the core of environmental activity and to protect environmental asylum cases in order to achieve human security, with an emphasis on the need to deal with concepts related to security in an integrated manner.
