النظام القانوني للمرصد الوطني كآلية دستورية مستحدثة تضمن التسيير التشاركي للمجتمع المدني في ظل دستور 2020

الملخص
يمثل المرصد الوطني للمجتمع المدني هيئة استشارية هامة على المستوى الوطني والمحلي من خلال إبداء التوصيات والاقتراحات في رسم المخططات العمومية وتنفيذها ودمج مختلف نشاطات المجتمع المدني ضمن مسار التنمية الوطنية. بالإضافة الى دوره في المشاركة في إبداء الرأي في مشاريع القوانين والتنظيمات ذات الصلة بمهامه ،وهذا إن دل على شيء فإنما يدل على فتح المشاركة للمواطنين في عملية صنع القرار السياسي للحكومة واعتبار المجتمع لمدني كحليف رئيسي لاستقامة الدولة وتجسير الفجوة الموجودة بين السلطة والمجتمع وتكريس مبدأ الرقابة الشعبية للمساهمة في بناء دولة القانون. The National Observatory for Civil Society is an important advisory body at the national and local levels, through its issuance of recommendations and proposals in the formulation and implementation of public policies, and the integration of various civil society activities within the national development path. In addition to its role in participating in expressing opinions on draft legislative and regulatory texts related to its duties, this indicates the opening of participation for citizens in the government's political decision-making process, and the recognition of civil society as a major ally for the state's integrity, bridging the gap between the authority and society, and enshrining the principle of popular oversight to contribute to building a state of law.
