الملخص
الملخص: يشهد العالم اليوم في بداية اﻷلفية الثالثة تحولات سريعة وكبيرة على مختلف اﻷصعدة والميادين، نتيجة الاختراعات والاكتشافات العلمية المذهلة خاصة في مجال تكنولوجيات الإعلام والاتصال، إلا أنه في الوقت الذي تشهد فيه الدول المتقدمة تسابقا منقطع النظير لامتلاك التكنولوجيات الحديثة وتوسيع انتشارها، تعرف الجزائر تأخرا كبيرا في هذا المجال، الأمر الذي يحرمها من الاستفادة من الثورة الرقمية الهائلة. انطلاقا من ذلك، تهدف هذه الورقة البحثية، إلى تسليط الضوء على واقع قطاع تكنولوجيا المعلومات في الجزائر، وكذا رصد وكشف مظاهر التأخر والاختلال في التنمية التكنولوجية في الجزائر وأهم الآثار المترتبة عن ذلك والمعوقات والتحديات التي تواجهها في هذا المجال، وهذا بالاستناد إلى الإحصائيات الرسمية والشواهد الميدانية. Abstract: In the beginning of the third millennium, the world is witnessing fast and great shifts at various levels and fields due to inventions and scientific discoveries, especially in the field of information and communication technologies. However, in the meantime, whilst developed countries are witnessing an unprecedented race to possess and disseminate modern technologies, Algeria’s status in the field is obsolete. Consequently, the latter deprives it from such enormous digital revolution. In this respect, this paper aims to shed light on the reality of the IT sector in Algeria, as well as dissecting the aspects of such delay in the field of technological development. Hence, based on the official surveys and statistics, this research will try to detect the underlying implications and challenges that Algeria encountered in the IT field.
