الملخص
تناقش هذه الدراسة -الموسومة ب" المسؤوليَّة المدنيَّة البرلمانيَّة" - التزامات البرلماني المدنية، في ثنائية السُّلطة والحصانة، وقُسمت المقالة على مطلبين هما: المسؤوليَّة المدنيَّة عن الأعمال البرلمانيَّة، باعتبارها مؤسسة تشريعية، وإحدى مكونات الهيئات الدُّستوريَّة للدولة، في المطلب الأوَّل، وأما المطلب الثَّاني فناقش المسؤوليَّة الفرديَّة للبرلمانيِّ عن أفعاله الشَّخصيَّة، ووظفت الدراسة المنهج البنيويِّ ، وتوصلت إلى عدد من النتائج منها الانفتاح على التجارب الأجنبيَّة، وتحمل البرلمان المسؤوليَّة عن الخلل التشريعيِّ، وتكريس مسؤوليَّة النائب البرلمانيَّة مدنيًا. Abstract: This study, tagged "Parliamentary Civil Responsibility", discusses civil parliamentary responsibility, in dual responsibility and immunity, and is divided into two requirements: Civic responsibility for parliamentary actions, as a legislative institution, and a component of the constitutional bodies of the State, is discussed in the first requirement. The second discussed the individual responsibility of the parliamentarian for his personal actions. The study used the structural approach, and reached a number of results, including openness to foreign experiences, the responsibility of Parliament for legislative imbalance, and the assignment of the parliamentary representative's responsibility civilly.
