Administrative Creativity Among Public Administration Employees: Concept And Rooting/originality

Abstract

In this article, we have reviewed a theoretical approach to the concept of administrative creativity in terms of its historical development. We have also discussed the most important theories that have adopted the subject of creativity, its importance, its basic elements and types, in addition to the principles on which it is based, as well as the special features that characterize the creative person, and the stages that the creative process goes through. Then, we went through its levels in the organization passing to the most important obstacles that stand in the way of the employees’ creativity within their departments. The significance of this study is also reflected in the importance of the topic, from a scientific point of view, as it is a current topic that still receives great attention in the context of the progress of societies and the development and continuity of their organizations, as it depends on the innovative capabilities and creative talents they possess. لقـد استعرضـنا فـي هـذا المقاـل مقاربـة نظريـة لمفهوم الإبـداع الإداري مـن حيـث التطـور التـاريخي لـه، كمـا تطرقنــا إلــى أهميتــه وأهــم النظريــات التــي تبنــت موضــوع الإبــداع إضــافة إلــى عناصــره الأساســية وأنواعــه والخصائص التي يتميز بها الشخص المبدع، كذلك المبادئ التي يقوم عليها والمراحل التي تمر بها العملية الإبداعية، ثم مستوياته في المنظمة مرورا إلى أهم المعيقات التي تقف أمام إبداع الموظفين داخل إداراتهم، كما تتجسد أهمیة هذه الدراسة في أهمیة الموضوع من الناحیة العلمیة كموضوع حضي ومازال یحضى باهتمام بالغ في إطار تقدم المجتمعات وتطور منظماتها واستمرارها حيث یعتمد على ما تملك من قدرات إبتكاریة ومواهب إبداعیة.
