آليات تفعيل دعائم المواطنة الرقمية وتحديات ترسيخ القيم المجتمعية في ظل التحولات التكنولوجية الراهنة

الملخص
أحدثت الثورة التكنولوجية عدة تحولات على المجتمعات وحتمت ضرورة الولوج للأنظمة المرقمنة، وجعلت الفرد عنصرا يتفاعل مع بتلك المحتويات على مواقع التواصل الاجتماعي والتي أثرت على مختلف نواحي الحياة الاجتماعية، الثقافية وطالت حتى المعتقدات والثوابت الأصيلة، وزرعت عادات تنافي القيم الوطنية، كما رسَّخت أنماط سلوكية واستهلاكية ومعتقدات فكرية غريبة عن المجتمع، وأصبح تأثيرها هاجسا يؤرق الحكومات والدول في كسب رهان ترسيخ قيم المواطنة. نهدف من خلال هذه الورقة البحثية إلى تسليط الضوء على التحديات التي تواجهها الجزائر لتفعيل تجربة المواطن الرقمي وكيف يمكن تجاوز تلك التحديات، في مجال تطبيق المواطنة الرقمية ومحاولة تحديد أثر التحولات التكنولوجية على القيم المجتمعية وما توصلنا إليه هو أولوية توعية الفرد بضرورة الاستخدام السليم للتكنولوجيا حفاظا على قيمه الوطنية. The technological revolution brought about several transformations in societies and necessitated the need to access digitized systems, and made the individual an element to interact with those content on social networking sites, which affected various aspects of social and cultural life and affected even the original beliefs and constants, and planted habits that contradict national values, as well as established behavioral and consumer patterns. And intellectual beliefs that are alien to society, and their impact has become an obsession that worries governments and countries in winning the bet of consolidating the values of citizenship We aim through this research paper to shed light on the challenges that Algeria faces to activate the experience of the digital citizen and how these challenges can be overcome, in the field of applying digital citizenship and trying to determine the impact of technological transformations on societal values national value.
