مقوّمات الاستثمار السّياحي في الجزائر

الملخص
تسعى الجزائر كغيرها من الدول لتحقيق مداخيل إضافية، بالارتقاء بمستوى النشاطات السياحية، للتحرر من التبعية الاقتصادية للمحروقات، وقد خصصت لذلك نصوصا قانونية عديدة، معظمها صدر في ظروف صعبة مرت بها الجزائر، والملاحظ أن تطبيقها جاء متأخرا بسنوات كثيرة، إذ لم تطبق ـــ وأخرى لم تفعّل ـــ رغم الانفراج الذي عرفته الجزائر على الصعيدين الأمني والمالي، فشكّل ذلك تعارضا واضحا بين مختلف القوانين ومدى تطبيقها، على الرغم من مختلف المقومات والإمكانات التي تمتلكها الجزائر، تفتقد إليها العديد من الدول الرائدة في هذا المجال، فمراعاة تطبيق القانون دون تعطيل للأهداف المسطرة، هو في حد ذاته توسيع لمفهوم الأمن القانوني ومكمّل لمفهوم الاستثمار. Algeria, like other countries, seeks to generate additional revenue by increasing the level of tourist-related activities in order to reduce its economic reliance on hydrocarbons. To achieve the desired result in this field of investment, several legal texts were devoted to regulating this sector, the majority of which were issued during Algeria's difficult circumstances. However, it is noticeable that its implementation was many years late, as it was not implemented despite Algeria's security and economic détente. This was a clear contradiction between the various laws and the extent to which they were applied. Despite Algeria's various components and capabilities, many leading countries lack them in this field. Observing the application of the law without interfering with the established goals is an expansion of the concept of legal security and a complementary investment to investment in any field that the state seeks to activate.
