التوطن الصناعي وعلاقاته الرأسية والأفقية: نحو حل استراتيجي لتفعيل صناعة السيارات في الجزائر

الملخص
هدفت هذه الدراسة إلى معرفة مزايا الاستفادة من استراتيجية التكتل الصناعي في صناعة تجميع السيارات الجزائرية؛ عبر فعاليات تقوم أساسا على التخصص، بالاستفادة من المزايا النسبية والتنافسية لكل مؤسسة تساهم في إحدى العلاقات الرأسية أو الأفقية؛ توصلت الدراسة بأن التركز الجغرافي في صناعة السيارات يوحي ببداية لتكوين توطين حلقات الانتاج في شركات مختلفة في حال تدخل الدولة، إذ يتم التركيز على توزيع وظائف سلسلة القيمة فيما بين هذه المؤسسات، كأن يشمل مثلا صناعة الأسلاك الكهربائية في المؤسسة ذات الميزة النسبية، والتصميم في مؤسسة أخرى تحوي مراكز تصميمية متقدمة، يعني ذلك أيضا انشاء مصانع للمقاعد في ولاية أخرى، ونفس الشيء بالنسبة لمحركات السيارات، وأيضا تحويل المعادن والبلاستيك والمطاط، فنحصل على جودة أكبر للمنتوج الختامي في عملية التجميع النهائية، دون أن ننسى تجمع المؤسسات السابقة الذكر مع منظمات الدعم ومراكز البحوث وغرف التجارة والبنوك. Abstract: This study aimed to know the advantages of benefiting from the industrial conglomerate strategy in the Algerian car assembly industry; Through activities based mainly on specialization, taking advantage of the comparative and competitive advantages of each institution that contributes to one of the vertical or horizontal relationships; The study found that the geographical concentration in the automotive industry suggests the beginning of the formation of an industrial conglomerate in the event of state intervention, as the focus is on the distribution of value chain functions among these institutions, as it includes, for example, the manufacture of electrical wires in the institution with comparative advantage, and the design in another institution that contains design centers Advanced, this also means setting up seat factories in another state, and the same for car engines, as well as converting metals, plastics and rubber, so we get a greater quality of the final product in the final assembly process, without forgetting the gathering of the aforementioned institutions with support organizations, research centers, chambers of commerce and banks .
