تندرج أوراق هذا العمل ضمن أحد المحاور الأساسية التي يقوم عليها مشروع بحثنا التكويني الجامعي (P.R.F.U)، حول إشكالية المضاربة العقارية في المجتمع الجزائري، مستهدفين من وراء ذلك الوقوف بتمعن على جانب من الاستراتيجيات الدولية في تعاطيها مع هذه المعضلة، وذلك من خلال عينة من تجارب وخبرات بعض الدول الغربية في هذا المجال، ممثلة في: كند، فرنسا، بريطانيا، وألمانيا، والتي سارعت إلى بحث أجدى السبل لتجاوز التأزم الحاصل، والذي ألقى بظلاله ليس على صعيد قطاع الإسكان فقط، بل حتى بالنسبة لسلامة وتوازن أوضاعها الاقتصادية، كما سبق وأن خبرته الكثير منها. The papers of this work fall within one of the main axes on which our university formative research project (P.R.F.U) is based, on the problem of real estate speculation in Algerian society, aiming behind this to examine closely an aspect of international strategies in dealing with this dilemma, through a sample of experiences And the experiences of some Western countries in this field, represented by: Canada, France, Britain, and Germany, which hastened to search for the most effective ways to overcome the current crisis, which cast a shadow not only in the housing sector, but even with regard to the safety and balance of their economic conditions, as previously mentioned.
