المضاربة بالعقار السكني: قراءة في خصوصية المفهوم والممارسة

الملخص
تستهدف تفاصيل هذا العمل، تسليط الضوء على واحدة من أعقد الظواهر السوسيواقتصادية التي تعرفها الكثير من دول العالم اليوم، ألا وهي المضاربة العقارية، والتي تحولت منذ عقود إلى مثار نقاش واسع على الصعيد الدولي، وأحد أكثر المواضيع إثارة للاهتمام في حقل الدراسات الحضرية الغربية بجميع تخصصاتها (الاقتصاد الحضري، علم الاجتماع الحضري، التخطيط الحضري..)، وذلك نظرا لتداعياتها المباشرة على أسواق الإسكان وحتى اقتصاديات الدول، في حين ظلت في مقابل ذلك موضوع قليل التناول في الواقعين العربي والمحلي، رغم أنها تشكل أيضا عامل اضطراب اقتصادي وتوتر اجتماعي. ساعين من وراء ذلك، إلى الغوص في خبايا مفهوم المضاربة، وتبين حدوده اللغوية والاصطلاحية المكرسة لتوسع معنى حقله الدلالي، وكذا تبيان خصوصية هذا النوع من الممارسات، وذلك في ضوء العوامل التي غذت الاهتمام بها، والمرتكزات التي تتأسس عليها، إلى جانب هوية الفاعلين المتدخلين فيها والمساهمين في بروزها. The details of this work aim to shed light on one of the most complex socio-economic phenomena that many countries of the world know today, namely real estate speculation, which for decades has turned into a subject of wide debate at the international level, and one of the most interesting topics in the field of Western urban studies in all its specializations (Urban economics, urban sociology, urban planning ...), due to its direct repercussions on housing markets and even the economies of countries, while on the other hand it remained a subject of little discussion in the Arab and local realities, although it also constitutes an economic turmoil and social tension. We seek, from behind this, to delve into the secrets of the concept of speculation, to clarify its linguistic and idiomatic boundaries devoted to expanding the meaning of its semantic field, as well as to clarify the peculiarity of this type of practices, in light of the factors that fueled interest in it, the foundations on which it is based, as well as the identity of the actors involved in it and the contributors To its prominence
