أثر التهريب الجمركي في انتشار الفساد وانعكاساته على الاقتصاد الجزائري

الملخص
يعتبر التهريب الجمركي من أكثر الجرائم الاقتصادية خطورة، فهو صورة من صور الخروج على السياسة التجارية الخارجية وأدواتها ومن شأنه أن يؤثر سلبا على المؤسسات الناشئة ويشوه قوانين المنافسة المشروعة كما يثبط كل رغبة في الاستثمار ويعيق التنمية الاقتصادية والاجتماعية، بل له مضامين وأبعاد سياسية، أمنية، صحية وزراعية. بغية القضاء على المبادلات التجارية غير المشروعة عبر الحدود تطلب الأمر وضع مجموعة من الإجراءات الوقائية والقمعية بمشاركة الفاعلين في الميدان وتكفل الدولة بالتنمية التي طالما نادت بها المناطق الحدودية، ليبقى الاندماج الاقتصادي المغاربي الخيار الاستراتيجي الذي يضمن توفير فرص شغل وتحسين مستويات المعيشة والتقليل من حدة الفقر وهو ما يسمح بامتصاص حركات التهريب.
