الملخص
الملخص: نهدف من خلال هذه الدراسة البحث في أهم المستجدات التي جاء بها الامر21-01 الذي يتضمن القانون العضوي المتعلق بنظام الانتخابات، لسد ثغرات عرفتها النصوص القانونية السابقة المتعلقة بالحملة الانتخابية والدور الذي أصبحت تقوم به السلطة المستقلة في هذه المرحلة، خاصة تنظيم الحملة الانتخابية وتكريس المبادئ التي تحكمها ،ومراقبتها، وتدعيم عمل السلطة المستقلة باستحداث لجنة مراقبة تمويل حسابات الحملات الانتخابية، الذي سيمكن من وضع تمويل الحملة الانتخابية تحت مجهر السلطة المستقلة من اجل إبعاد المال المشبوه و أخلقة العملية الانتخابية. Abstract : Through this study, we aim to research the most important developments that came with Order 01-21, which includes the organic law related to the electoral system, to fill gaps in previous legal texts related to the electoral campaign, and the role of the independent authority at this stage, especially the organization of the electoral campaign and the consolidation of the principles governing and monitoring it. As well as strengthening the work of the independent authority by creating a committee to monitor the financing of electoral campaign accounts, which will make it possible to place the financing of the electoral campaign under the supervision of the independent authority in order to remove suspicious money and the moralization of the electoral process
