اللامركزية وإمكانات الحوكمة المحلية في المنطقة المغاربية: نحو مزيد من الديمقراطية التشاركية والتنمية

الملخص
تستهدف الدراسة الوقوف على واقع التدبير المحلي في الدول المغاربية (تونس والجزائر والمغرب)، مركزة على مرحلة ما بعد 2011 حيث كشفت الاحتجاجات الشعبية التي عرفتها المنطقة حجم التفاوتات الجهوية وفشَلِ عقود من السياسات التنموية المركزية في تحقيق التوازن بين المناطق. وسعيا لتحقيق ذلك سارعت السلطات في هذه الدول إلى تبني العديد من الإصلاحات واستراتيجيات تسيير جديدة أقرتها دساتير الدول المغاربية وأكدتها قوانينها التنظيمية على غرار اللامركزية والديمقراطية التشاركية والحوكمة المحلية، بما يُمكن الوحدات الترابية/المحلية من تدبير الشأن المحلي في إطار من المشاركة الشعبية والشفافية والمسؤولية. يبقى تقوية نفوذ الوحدات المحلية في الدول محل الدراسة، مرهون بمدى التزام السلطة المركزية بمبدأ التدبير الحر للوحدات المحلية وضمان استقلالية مواردها المالية. Abstract: The purpose of the study is to determine the reality of the territorial measure in the States of the Maghreb ( Tunisia, Algeria and Morocco) the focusing on the post-2011 phase, where popular protests in the region revealed regional disparities and the failure of decades of central development policies to balance regions.In pursuit of this, the authorities in these countries have quickly adopted many reforms, and adopting new governance strategies along the lines of decentralization, participatory democracy and local governance, to ennable the territorial /local units can manage local affairs in a framework of popular participation and transparency, They have been approved by the constitutions of the Maghreb States and confirmed by their regulatory laws. Strengthening the influence of local units in states remains the subject of study, depending on the extent to which the central authority adheres to the principle of the free management of local units and ensures the independence of their resources.
